City of Rehoboth Beach building inspectors are available with 24- to 48-hour notice. Inspections are required for each of the construction phases noted below. To schedule an inspection, contact the building and licensing department.
Inspection Milestones
Footing
Prior to pouring structural concrete for footers, grade beams, foundation walls, etc., all necessary forms, woven wire fabric, reinforcing steel, and grade stakes must be present. Inspection performed by a city building inspector.
Foundation and sill plate anchorage
This inspection is performed prior to pouring of the concrete wall or in-fill of the block wall. All necessary forms and reinforcing steel must be present. The survey must demonstrate dimensions from property lines and the height of the wall above the centerline of the road elevation. Inspection performed by a city building inspector.
House wrap and flashing
This inspection is performed after all exterior windows and doors have been installed and prior to siding and trim. All necessary wrap and flashing must be present. Inspection performed by a city building inspector.
Underground, rough-in and exterior plumbing
All new underground and interior water lines and DWV systems must be in place and inspected prior to concealment. A standing water test must be present on drain lines and a pressure test must be present on the water supply lines at time of inspection. Hot water must be turned on and all fixtures installed at time of final inspection. All underground, rough-in and final inspections performed by a city building inspector. Sewer laterals and water supply lines between the water meter and city main are conducted by the city water and wastewater departments.
Framing
All framing work must be completed before inspection and prior to installation of insulation. Be sure that all windows and exterior doors are installed; HVAC units and ductwork are installed; rough-in plumbing and rough-in electrical inspections completed and approved; all sill plates, bottom wall plates, penetrations, and exterior joints are fire-caulked and sealed. Inspection performed by a city building inspector.
Insulated frame
All wall, floor, and ceiling insulation must be in place. All vapor barriers must be installed in accordance with the building code and manufacturers’ recommendations. Inspection performed by a city building inspector.
Fire-rated assembly inspection
When applicable, an inspection of required fire-rated assemblies may be required. Inspection is performed by the city building inspector and/or the state Fire Marshal’s Office.
Final inspection
When all other inspections are complete, including those required by the city arborist and outside agencies (electrical, fire marshal, health department), the final inspection may be scheduled. It is the contractor’s responsibility to know which outside agency inspections are required. The project should be 100% complete, with all required trees planted and soil stabilized, and ready for occupancy when the city inspector arrives. A final as-built survey is required at the time of final inspection. The survey, once approved by the building inspector, must be recorded in Georgetown and returned to the building and licensing department before a Certificate of Occupancy is issued.
